Title I School Parent and Family Engagement Policy
Title I, Part A regulations require that each school served under Title I, Part A jointly develop with and distribute to parents of participating children, a written parent and family engagement policy agreed on by the parents and family members that describes the requirements of the Elementary and Secondary Education Act (ESEA) section 1116. Parent and Family Engagement (c) through (f) as listed below:
Policy Engagement:
Each school served under this part shall —
Convene an annual meeting, at a convenient time, to which all parents and family members of participating children shall be invited and encouraged to attend, to inform parents and family members of their school’s participation under this part and to explain the requirements of this part, and the right of the parents and families to be involved;
All parents are invited to the Annual Title I informational meeting on August 14, 2026 at Victory Elementary School from 3-6 PM.Offer a flexible number of meetings, such as meetings in the morning or evening, and may provide, with funds provided under this part, transportation, child care, or home visits, as such services relate to parent and family engagement;
Victory Title I conducts an annual Program Survey each Spring and asks parents to indicate meeting/event times that are most convenient for them. 38% of parents responding to the March 2026 survey indicated that immediately after school is the best time for them to attend events. The next most requested time was after 6 PM (35%). To allow families as much time as possible to plan for attendance, we notify them a month in advance of the event.Involve parents and family members, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parent and family engagement policy and the joint development of the schoolwide program plan under section 1114(b), except that if a school has in place a process for involving parents and families in the joint planning and design of the school’s programs, the school may use that process, if such process includes an adequate representation of parent and families of participating children.
Victory Elementary works with families, annually each spring, to review and revise the Family Engagement Policy and School-Parent Compact. Parents from our Strategic Plan Committee meet at the school to make comments and/or suggest revisions to the prior year’s Policy and Compact. We also push out a survey to all families to give them a chance to comment as well.
Victory Elementary has parents on the Strategic Planning Committee. These parents contribute to the development of the Plan by reviewing Needs Assessment Summaries before we develop action steps for the following year. Once the Plan is complete, a parent-friendly version of it is made available on the school website, in the school’s parent resource area, and is presented to the LSIC. Parents are notified on the school’s app of plan availability.Provide parents and family members of participating children —
A. Timely information about programs under this part;
Victory provides information about Title I programs through the Annual Meeting held each August. This information is provided through a slide show presentation and a brochure. Title I also updates programs on social media through periodic Facebook posts about current events.B. A description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the achievement levels students are expected to meet regarding the challenging State academic standards; and
This information is provided in the Annual Meeting presentation and brochure.If requested by parents or family members, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practicably possible.
Victory holds a Parent-Teacher Conference night annually.
If a parent requests a conference at another point in the year, they may schedule one with their child’s teacher during their planning period.
Parents will receive an invitation to attend a Student Assistance Team meeting if needed. Parents may also request a SAT meeting.
If the schoolwide program plan is not satisfactory to the parents and family members of participating children, submit any parent and family members’ comments on the schoolwide program plan when the school makes the plan available to the local educational agency.
We will make the Strategic Plan available digitally with a survey link for families to make comments. We will notify the public on the Facebook page that it is available.
Shared Responsibilities for High Student Academic Achievement:
As a component of the school-level parent and family engagement policy, each school shall jointly develop with parents and families for all children served under this part a school-parent compact that outlines how parents and families, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents and families will build and develop a partnership to help children achieve the State’s high standards. Such compact shall—
Describe the school’s responsibility to provide high-quality curriculum and instruction in a supportive and effective learning environment that enables the children served under this part to meet the challenging State academic standards, and the ways in which each parent and family will be responsible for supporting their children’s learning; volunteering in their child’s classroom; and participating, as appropriate, in decisions relating to the education of their children and positive use of extracurricular time; and
Address the importance of communication between teachers and parents and families on an ongoing basis through, at a minimum:
Parent-teacher conferences at least annually, during which the compact shall be discussed as the compact relates to the individual child’s achievement;
Frequent reports to parents and family on their children’s progress;
Reasonable access to staff, opportunities to volunteer and participate in their child’s class, and observation of classroom activities; and
Ensuring regular two-way, meaningful communication between parent/family members and school staff, and, to the extent practicable, in a language that parent and family members can understand.
We hold parent-teacher conferences every fall; parents are notified via an invitation in their child’s folder.Parents are notified about how to digitally access their child’s Summative Assessment results.iReady benchmark results are provided to parents at parent-teacher conferences and at parent request.Classroom teachers send home progress reports.Parents have opportunities to volunteer for classroom parties and to serve on the Victory Volunteer parent group.Two-way parent-teacher communication: Parents/guardians and teachers can write notes to each other in agenda books that travel from home to school daily; communicate on messaging apps such as SeeSaw and Remind; and speak via phone call during teachers’ planning periods. For families that require communication in languages other than English, VES staff has access to a language line that offers translators for phone calls, and software that will translate documents.
Building Capacity for Engagement:
To ensure effective involvement of parents and family members and to support a partnership among the school involved; parents and family members; and the community to improve student academic achievement, each school and local educational agency (LEA) assisted under this part —
Shall provide assistance to parents and family members of children served by the school or local educational agency, as appropriate, in understanding such topics as the challenging State academic standards, State and local academic assessments, the requirements of this part, and how to monitor a child’s progress and work with educators to improve the achievement of their children;
All of these topics are covered in the Annual Title I meeting each August; material is presented in a slide show presentation, and parents are given a brochure with the information. This brochure contains the contact information for Title I staff in case there are further questions.Shall provide materials and training to help parents and family members to work with their children to improve their children’s achievement, such as literacy training and using technology, including education about the harms of copyright piracy, as appropriate, to foster parent and family engagement;
Information about the harms of copyright piracy is presented at the Annual Title I meeting.Parents/guardians receive literacy training annually at Victory’s Bingo for Books event and math training at the annual Family Math Night; the evenings begin with a workshop to give parents/guardians a chance to practice literacy/math strategies with their children. The workshop topics for the year tie into needs identified in the current Strategic Plan.
Shall educate teachers, pupil services personnel, principals, other school leaders, and other staff, with the assistance of parents and family members, in the value and utility of contributions of parents and families, and in how to reach out to, communicate with, and work with parents and families as equal partners, implement and coordinate parent and family programs, and build ties between parents and families, and the school;
Staff all receive LEA-provided training in working with parents/guardians as equals in the education of students.Shall, to the extent feasible and appropriate, coordinate and integrate parent and family engagement programs and activities with other Federal, State, and local programs, including public pre-school programs, and conduct other activities, such as parent and family resource centers, that encourage and support parents and families in more fully participating in the education of their children;
Preschool transition packets are sent home each Spring with students who will transition to Kindergarten in the Fall. Preschool students also tour Kindergarten classrooms in the spring.Fifth grade students tour the middle school in the Spring. They complete a pre- and post-survey to indicate how this visit addressed their concerns/questions.Title I information and the Strategic Plan are available on the school website and app and at the Welcome Area by the school’s office.School-Parent Compact is jointly developed with parents and outlines how parents, school staff, and students will share in the responsibility for improved student achievement.Victory offers parent workshops on literacy and math strategies that parents can use with their children.
Shall ensure that information related to school and parent and family programs, meetings, and other activities is sent to the parents and families of participating children in a format and, to the extent practicable, in a language the parents can understand;
Invitations to Title I Parent/Family Engagement activities are sent home in student folders prior to the event, with notification and reminders on social media and the school app. Classroom newsletters are sent home regularly. May involve parents and families in the development of training for teachers, principals, and other educators to improve the effectiveness of such training;
May provide necessary literacy training from funds received under this part if the local educational agency has exhausted all other reasonably available sources of funding for such training;
May pay reasonable and necessary expenses associated with local parent and family engagement activities, including transportation and child care costs, to enable parents and families to participate in school-related meetings and training sessions;
May train parents and families to enhance the involvement of other parents and families;
May arrange school meetings at a variety of times, or conduct in-home conferences between teachers or other educators, who work directly with participating children, with parents and families who are unable to attend such conferences at school, in order to maximize parent and family engagement and participation;
May adopt and implement model approaches to improving parent and family engagement;
May establish an LEA-wide parent and family advisory council to provide advice on all matters related to parent and family engagement in programs supported under this section;
May develop appropriate roles for community-based organizations and businesses in parent and family engagement activities; and
Shall provide such other reasonable support for parent and family engagement activities under this section as parents may request.
Each spring Title I conducts a spring survey for parents to evaluate current parent events. Parents can also leave their name and contact information if they have concerns that were not addressed in the survey.
Accessibility:
In carrying out the parent and family engagement requirements of this part, LEAs and schools, to the extent practicable, shall provide full opportunities for the participation of parents and families of children with limited English proficiency, children with disabilities, and migratory children, including providing information and school reports required in a format and, to the extent practicable, in a language such parents and families can understand.
