The Harrison County Board of Education met for a Regular Meeting on Tuesday, February 17, 2026, at 6:00 p.m. in the Board Room.
Call to Order and Pledge

Special Recognitions and Presentations
2026 National FFA Week Proclamation
The Board proclaimed February 21–28, 2026, as National FFA Week in Harrison County Schools. Students and advisors from South Harrison, Bridgeport, Robert C. Byrd, Lincoln, and United High Schools were recognized.
FFA advisors and student leaders were commended for their work in leadership, service, and agricultural education. The proclamation highlighted the importance of agriculture and career pathways connected to food, natural resources, science, and leadership development.
South Harrison High School Girls Swimming – County Champions
The South Harrison High School girls swim team was recognized for earning the County Championship.
This is a growing program that has been in place for only two years. Swimmers were recognized for strong team effort, personal best times, and sportsmanship throughout the season. Head Coach Camden Cutlip was also recognized.
South Harrison High School Volleyball – State Representatives (Back-to-Back Years)
The South Harrison High School volleyball team was recognized for qualifying for the state tournament for the second straight year.
The team completed the winningest season in school history with a 26–9 regular season record and a 26–10 final record. The team also won the regional championship, sending them back to the state tournament.
Individual honors and conference recognitions were also acknowledged. Head Coach Breanna Sears was recognized as Harrison County Coach of the Year.
Healthy Grandfamilies Presentation
The Healthy Grandfamilies presentation was scheduled on the agenda. The presentation was rescheduled and did not take place during this meeting.

Superintendent’s Update
The Superintendent provided updates in several areas:
Finance: The January 2026 Monthly Financial Report was presented.
United Technical Center (UTC): An update was provided on programs and enrollment. It was reported that enrollment has decreased by 346 students districtwide.
A student from United Technical Center was recognized for success in drone mapping and employment in the engineering field.
Construction updates were shared, including progress at United Technical Center.

New Business
Out-of-State Travel Study Requests
The Board approved the out-of-state travel study requests as presented.
South Harrison High School Band Uniforms
The Board approved $18,000 from contingency funds to support the purchase of new band uniforms for South Harrison High School.
The total estimated project cost is approximately $36,000.
Simpson Elementary Playground Project
The Board approved the purchase and installation of new Pre-K and K–5 playground equipment at Simpson Elementary School through the cooperative purchasing contract.
Total equipment and installation cost: $220,710.39
Additional site work brings the estimated total project cost to approximately $247,691

MOU – City of Bridgeport (Simpson Playground)
The Board approved a Memorandum of Understanding with the City of Bridgeport for a $5,400 one-time contribution in support of the Simpson Elementary playground project.
SBA NEEDS Project – Bridgeport High School
The Board approved McKinley Architecture and Engineering to provide architectural and civil engineering services for the SBA NEEDS project at Bridgeport High School.
State and Local Cybersecurity Grant Program
The Board accepted a $120,000 State and Local Cybersecurity Grant.
The district will provide a $30,000 cash match, bringing the total project amount to $150,000.
Safe School Entrances – Change Order #1
The Board approved Change Order #1 for the Safe School Entrances Project at Robert C. Byrd High School and Mountaineer Middle School.
The change order reduces the total project cost due to unused funds for materials and other items.

Personnel
