The Harrison County Board of Education held a Special Meeting - End of Year on Monday, June 29, 2026, at 11:00 a.m. in the Board Room at 445 West Main Street in Clarksburg. The meeting was streamed on YouTube.
The meeting was called to order as the end-of-year special meeting of the Harrison County Board of Education. Those in attendance stood for the Pledge of Allegiance, which was led by Mr. Gibson.
The Board first considered the consent items. The agenda listed financial transactions, including operating transfers of $10,614,000.00, accounts payable transactions of $5,084,854.45, payroll transactions of $7,516,411.43, budget supplements of $1,886,458.41, and budget transfers of $2,393,816.18. The Board approved the consent items as presented by the superintendent.
Under new business, the Board approved the out-of-state professional leave requests as presented. The Board also approved a Memorandum of Understanding and Agreement with the National Youth Advocate Program. The agreement provides school mental health services for Victory Elementary, Liberty Middle, and Robert C. Byrd High Schools from July 1, 2026, through June 30, 2027. The agenda notes that services will be provided in schools and through tele-therapy during the summer.
Under old business, the Board considered a correction to the approved salary scale for Certified Occupational Therapy Assistants. The agenda states that COTAs had historically been paid at a different base salary than what is defined in state code for their degree level. The correction is to have COTAs paid according to their degree, years of service, and salary supplement, like other professionals in the county. Board members discussed the change and its impact moving forward. The motion was approved.
The Board then moved into executive session to discuss personnel and personnel matters. After returning to regular session, the Board noted that Mr. Tucker recused himself from the vote for Section C, Page 3, Employee A on the personnel agenda. The Board then approved the personnel agenda as presented.
During board member comments, Mr. Tucker thanked those who attended or watched the meeting and noted the start of a new year ahead. Mr. Hogan congratulated those listed on the personnel agenda for changes in positions and wished Mr. Gibson well. Dr. Santilli had no comment. Ms. Smith invited the community to a community choir concert on Sunday, July 5, at 3 p.m. at Clarksburg United Methodist Church. The meeting was then adjourned.
