𝗚𝗼𝗮𝗹 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁

By June 30, 2027, the Superintendent will lead districtwide instructional improvement efforts to increase the percentage of students demonstrating proficiency in Mathematics and English Language Arts (ELA) by at least three percentage points over the 2025–2026 baseline in grades 3, 8, and 11, as reflected in the Harrison County Balanced Scorecard. Achievement will be measured using the West Virginia General Summative Assessment (GSA) for grades 3 and 8 and the SAT School Day assessment for grade 11.

𝗠𝗲𝗮𝘀𝘂𝗿𝗮𝗯𝗹𝗲 𝗢𝘂𝘁𝗰𝗼𝗺𝗲𝘀

  1. 𝗕𝗮𝘀𝗲𝗹𝗶𝗻𝗲 𝗗𝗮𝘁𝗮: Establish the 2025–2026 countywide proficiency percentages in Mathematics and ELA for grades 3, 8, and 11 using official assessment and scorecard results.

  2. 𝗔𝗰𝗮𝗱𝗲𝗺𝗶𝗰 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁: Increase proficiency by at least three percentage points in each identified grade and subject area compared with the 2025–2026 baseline.

  3. 𝗣𝗿𝗼𝗴𝗿𝗲𝘀𝘀 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴: Review benchmark and instructional data throughout the 2026–2027 school year, identify areas needing support, and report progress toward the targets.

𝗘𝘃𝗶𝗱𝗲𝗻𝗰𝗲 𝗼𝗳 𝗚𝗼𝗮𝗹 𝗔𝘁𝘁𝗮𝗶𝗻𝗺𝗲𝗻𝘁

  • Comparison of 2025–2026 baseline and 2026–2027 proficiency percentages for grades 3, 8, and 11 in Mathematics and ELA.

  • Official county scorecard and state assessment reports documenting changes in proficiency.

  • District benchmark reviews, instructional improvement records, and progress reports.

𝗠𝗲𝗮𝘀𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗖𝗹𝗮𝗿𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻

The target is an increase of three percentage points (for example, from 40% to 43%), not a relative 3% increase. Results will be evaluated separately for each grade and subject using the same proficiency measure across the two school years. Grade 11 achievement is measured by SAT School Day, not the GSA.

Superintendent Performance Goal #2

Fiscal Responsibility and Personnel Sustainability

Goal Statement

By June 30, 2027, the Superintendent will develop and implement a comprehensive personnel reduction and realignment plan to decrease the number of positions employed by Harrison County Schools above the West Virginia School Aid Formula funding allowance by at least 100 positions, while maintaining essential educational programs, student services, and operational effectiveness. This initiative will support the long-term financial stability and fiscal sustainability of Harrison County Schools.

Measurable Outcomes

  1. Baseline Data: Established total number of personnel positions above the state-funded formula allowance for the 2026–2027 school year.

  2. Personnel Reduction: Reduce the number of positions above formula by at least 100 through attrition, elimination of vacant positions, retirements, restructuring, and other appropriate personnel actions.

  3. Fiscal Impact: Document the projected and actual cost savings associated with personnel reductions and demonstrate progress toward a structurally balanced operating budget.

Evidence of Goal Attainment

  • Comparison of 2026–2027 baseline staffing to June 30, 2027 staffing levels.

  • Documentation of a net reduction of at least 100 positions above formula.

  • Financial reports demonstrating personnel expenditure savings.

Measurement Clarification

Progress will be measured by the net decrease in positions above the School Aid Formula allowance, not solely by the number of positions eliminated. Changes in the state-funded staffing allowance will be reflected in the calculation.
